Jake Russell, the friendly police chief in town so small initially worries about outsider heiress Cassandra 'Cassie' Nightingale, who moved into the house held to be haunted by the 'grey lady', and opens a weird shop full with attributes of occultism, soon causing the rumor she's a wicked witch. After Cassie kindly helps his brave son Brandon (and his sissy sister Lori) with a dog, bully Kyle -abused by his own poor dad- and their own fears, Jake soon makes friends with her, even romantically interested. Yet the 'chief' is professionally obliged to handle a flood of complaints and harassment started by the mayor's mean wife, her busy bodies-bunch and teenage brats. Finally Derek Sanders, Jakes's only deputy, hits on Cassie's hidden background.

Middleton prepares for its bicentennial, and Grey House is to be the party venue. Good witch Cassie is remodeling it as B&B. her first and only guest, Nick Chasen, claims to be a distant relative. He produces papers to prove he's the heir of the builder, colonial era captain Hamblin, while the Grey lady was his mistress and stole it. Police chief and lover Jake Russell goes all the way to motivate her to fight and disprove the claim before she's effectively disowned. Brandon is dared to pass a rascals-initiation by local brat Steve and Duke. George's gardening skills lead to romance.

Almost as soon as Jake and Cassie decide to get married on Christmas Eve, complications arise. Ex-con Leon Deeks arrives in town, and Jake is asked by the mayor to make him his top priority. At the same time, Jake's having trouble securing the wedding license since he can't find Cassie's documents proving her existence. There's also the difficulty in finding a wedding cake at the last minute. Last but not least, Jake's kids are upset: Brandon wants to spend time with his new girlfriend, and is feuding with his sister Lori. Meanwhile, Lori manages to lose Cassie's wedding ring.

Her distant cousin Abigail (Sarah Power) gets evicted from her home. Cassie had never met Abigail but, connecting with her through the internet, invites her to visit. At the Sheriff station, Jake speaks with Mayor Tom Tinsdale (Paul Miller) and learns that the mayor is supporting a project to build a bridge which would connect Middleton to its neighboring city, and that the Mayor's wife Martha (Catherine Disher) is leading support against the construction. At the opposition meeting, Cassie is nominated to run for Mayor. When later telling Jake her news, He does not tell her that the Mayor and his wife at at odds. When it is revealed the bridge developers will build a new mall across the river, destroying a nearby wooded area, and harming the downtown businesses economy, Cassie gives an impassioned speech and Derek drops out of the Mayoral race. Cassie is elected Mayor and Jake is re-hired as Chief of Police. When Jake later speaks toward building on to their family Cassie reveals she is pregnant.

Cassie Nightengale, played by Catherine Bell, is anticipating a special birthday and her family and friends want to join in on the celebration. Cassie's husband Jake suggests a cozy dinner at a nice Middleton restaurant. Cassie would much rather prefer a party at Grey House. Their family is growing up fast and Jake's children starting to go their own ways and individuality is setting in. Brandon has fallen in love and wants to get married soon, though Jake thinks he is far too young to get married. Lori is studying hard and is hoping for a college scholarship at a great college.
Grandpa George is now married to Gwen. Gwen's son Drew is returning to make matters a bit messy. Drew, who has a history of extreme irresponsibility has returned to Middleton after a five year hiatus with a long story of a business venture and a supposed fiance. The couple consults the town busy body and wedding planner extraordinaire to plan an elaborate and festive celebration. There are ambitious wedding plans that may go in the tank when Drew's contract goes south, which may cause him to run out of funds and his fiance flees him. Drew blames Cassie for what he views as her fault and Drew swears to get even.
